Artisteer looks like a good program for someone who just want a template, and be able to do some small tweaks to the template within Artisteer, but I think if you want to make a very unique template which is very flashy, and original looking like http://www.beautyoftheweb.com/ . Coding your own template is definitely the way to go.
I agree it reminds me of a back-end web developers design tool. Artisteer kind of reminds me of Headway theme for Wordpress which is a drag and drop theme.

But, Artisteer works on Windows, and Mac instead of needing to login to Squarespace, or WordPress, and you can save the template as a HTML template, Wordpress Theme, Joomla, phpdotnuke, and Drupal template.
