Creating a mod for IP.Board?

How hard is it to create a modification/hook for IP.Board?

That's not necessarily correct. Even if you know a specific programming language, it could take quite a while to learn how a specific software works and how to modify it's behaviour in the way you want. Some software are fundamentally harder to modify than others due to how they are designed. Older software in particular suffer more from this than newer ones, as newer ones tend to be written to be alot more maintainable and extendable.

As for the question, I'm not too sure, although it can't be more painful than coding for many of the free alternatives, in theory.
