Appearance (First Impressions):(13/20)
First impressions arent too good, Your banner is of a bad quality. Its very pixellated and you can see white pixels around the edge of the Text, although its not too bad, it does make the banner look a lot worse. This problem could be easily sorted in Photoshop with the smallest rubber and a lot of zooming in.
The Adverts on your site really stand out, The green box is a big eye sore. It may be worth in investing to get them removed, it would make the forum look a lot better, although its not a priority, as a domain name would be nice also.
The video in the middle of your Portal isnt great, the youtube skin doesnt go with the rest of your forum, its green, If that could be changed it would look better, if not maybe even move the video elsewhere as it doesnt look great. Your skin is Very nice, its plain and simple, but the colours are nice and the different shades do make it look brilliant.
Now onto the forum, The first thing i see is the Portalesque Side Boxes, they belong on a Portal, not the forum, It makes the forum look too busy and distracts you from looking at all the forums etc. They should be removed, if you have a need for them then id move them onto the Portal.
Im going to give you 13/20 for this.
Layout: (10/20)
The layout for the portal isnt too bad, If you move the Welcome message above the Youtube video it would look a lot better, That means the Video will be further down, and the message will be the first thing you see. It also means the Log in box is in a better position.
The layout of the forum isnt too bad, If you make the rules a global Annoucement there wouldnt be a need for the law forum. The DR logos for the "no new posts" and "new posts" should be changed, they are too bad a quality, not a bad idea having them original, but they are too pixelated.
Id reccomend making the Off topic section viewable by guests, As it makes the forum look really un active, as it doesnt show in the latest posts or threads, so us guests think that your forum doesnt have too much posting going, and probably wont join.
Im going to give you 10/20 for this as theres lots of room to improve.

85 Members isnt bad at all, Keep up the advertising and im sure youll reach that magic 100 soon!

5000+ posts is a great amount of posts by anyones standard.
Its a pity that guests cant see most 4000+ of these posts though, as they are in Member only Forums.
Not a lot can be improved really, so, 10/10 for this!
Moderation:(10/10)
You have well enough moderators for the amount of members you have, active members anyway. Id hire another Moderator at 130 members, and another at 170. Well, Depends on how many posts doesnt it, If you feel that your moderators arent reading every post, hire another trustworthy member.
Im going to give you 10/10 for this as theres nothing to be improved.
Activity:(17/20)
Your forum seems pretty active, it seems you have quite a few active members, which is any forums best friend, They will help your forum be a success, so if you keep these members it will help you a lot!.
It would probably be worth hosting a competition, a posting one, this will make members be online more posting to win a prize, the prize could be VIP membership or a custom rank. This also gives you an excuse to send a mass email, to try and get some of the 85 members that havent been online for a while back.
Im going to give you 17/20 for this.
Spelling and Grammar(7/10)
Your spelling and grammer throughout the forum seems pretty good, but the welcome message on the Index page of the forum should be a bit more formal, it could put a few members who dont know what zuzl are off.
