First Impressions & Appearance - (Out of 20)
Your theme really reminded me that I needed to turn my monitor's brightness down! Your theme blinded me when I first visited your forum. Once I turn down my monitor, it's still a bit bright, but it doesn't
blind me. I'm not sure that I'm a fan of your forum's color scheme; it seems a little loud. Despite being bright and loud, it looks okay, but doesn't seem to suit your site very well. Since your site is focused on an anime, I would think that a darker theme may suit it better than a very bright theme. Your banner at the top looks very nice.
Getting away from the aesthetics, you have two empty forums on your index. Empty forums can be very off-putting to prospective members. I would recommend at least posting one thread in each of these forums, even if it's just an announcement. Your statistics look decent at a glance, though.
Overall, my first impression was very neutral.

Site Layout - (Out of 20)
Your index is very long! To start with, I recommend combining the "Announcements & Daily News" category with the "DBZ Host Community" category. Secondly, I recommend combining "HELP!!!!" with "Suggestions." I also question the necessity of the "Apply for DBZ Host Team Positions" forum, as you could simply make a topic for staff positions in your "Update News" forum. Furthermore, I would recommend combining the "Member Posting Area" and "General" categories. After that, I would recommend merging your "Football" forum with your "Sports" forum. Sports are not a main focus of your site, so it seems unnecessary to have a forum specifically for football. These are just a few ideas; if you can find any other ways to condense your index, do it. Condensing your index will make navigating your site a much easier task.

Statistics and Activity - (Out of 20)
According to my rough calculations, you are currently receiving about twenty-five posts per day. Your forum isn't dead, but there is a lot of room for improvement. Fixing some of the other issues pointed out in the previous sections of this review would definitely help, as some of them are possibly driving away some members. Your forum is new, and you haven't filled every section with topics yet. Therefore, I would focus on doing some post exchanges for the time being to gain some start-up posts. That way, your forum looks more active to prospective members.

Staff Moderation - (Out of 20)
Currently, your forum employs nine users. You have way too many staff members for a community of this size! I would estimate that you should have three or four at the very most. On top of that, four of your staff members are inactive. Each of the inactive staff members has less than twenty post; one of your administrators has only one post! Having inactive staff members makes a forum appear neglected. Having too many staff members is also off-putting to prospective members (often, it's just as off-putting as having too few staff members). Your staff members also appear to be unprofessional. They use chatspeak in posts, for example. This lack of professionalism probably isn't something you want since your forum offers web hosting. The staff members who are active seem to do a good job of welcoming new members to the community, though. Overall, I would say that you need to trim your staff. Perhaps you should give the inactive staff members a warning about their activity; if they don't turn it around, it may be time to let them go.

Spelling/Grammar & Professionalism - (Out of 20)
You have a lot of grammar mistakes on your index. However, I'm not going to focus on those for the time being. In my opinion, a bigger problem on your forum is that your descriptions are very robotic and boring. You have a few descriptions that make your forum sound friendly, but you really need to add some personality and creativity to your forum. I'm not saying that each description has to be an outstanding literary work, but you really need to make your forums sound interesting. For example, instead of writing, "Talk Anything [sic] you want" to describe your "General Talk" forum, you could write, "If you need a break from the seriousness, pull up a seat and chat for a while!" Descriptions are more important to a forum than you think; they can tell you a lot about a forum. They can tell you how laid back a forum is, how friendly a forum is, how committed the staff members are, et cetera. The descriptions you have right now make your forum seem boring, quite frankly.
