Well you can't be too mean on people you know. You always give them a 2nd chance if you believe in them!
I have gave one guy an secound chance and did not end well
Well yeah, that might be different for another person though.

Nope. If I give someone a perma ban, they stay banned and I don't delete their account. After all, they could just re-register again and I don't want that.
Deleting those accounts just ruins the posts they posted in. It looks bad on you because you have deleted accounts and it looks tacky on the forum's design, to me personally, anyway. I would think twice before joining a forum that showed it has deleted accounts.
Can you not ban their IP address or something like that?
You can 🙂 from the server side in htaccess file. everyone knows that

Not to mention there are tons of proxy sites, a lot of them have free registration so banning IPs are next to impossible to ban.. especially if you delete the accounts
then banned there email also. then they will come back with new email and IPs and then do it again and again till they give up
If the user has been banned almost instantly after joining, then I may delete it as their account has no content worth keeping it around for, similar to getting rid of spam bots. If they've been around for a while, then I only ban their account as generally they've posted a fair bit of decent stuff, and it doesn't look good to have "Deleted User" attached to all of that content.

Some people delete them, though. I think it's just because they don't want half of their members being banned members.

If you do delete spam accounts, as your forum grows, you'll probably find that it's pointless since there will be lots of them. I did delete a few at the start because they were troll accounts and so forth using my name in creative ways. We haven't had an issue with spam accounts... YET!
I would never delete the account of an active member though. That feels a bit vindictive, even if it's not intended to be. They were part of the forum's history and who knows, they may go away, think about what they've done and come back in a couple of years as a different member. The historic posts are there as evidence to themselves of what they used to be like if anything. I actually knew of a couple people on the old site who were previously banned, but I ignored their presence since they were behaving. ^^

I don't need to worry as I have an system that stops spam bots and also real humans 🙂 gotta love IPB
