Yes, if the video ad on YouTube was nicely made, and interesting, I sometimes Google +1 bookmark the Ad to gives props to the ad video maker, and so I can view the ad again easily by looking for the link in my +1 list.

I sometimes +1 Google Ads if I like the Company or the graphic on the Ad.

No, if it's on youtube I just like or favorite the video then I can find it later in my likes or my favorites.
