I find ads which slowly scroll up from the bottom left corner kind of annoying if it is blocking text or a picture on the website, but if there is a way to close it by clicking on an X button, it is not as annoying.
They are a lot less annoying then pop-up ads which pop-up in a new window, in-line ads which looks like links on text, talking ads, flash ads, and ads which take up the whole page for a few seconds.

If they just sat in the bottom left corner, or scroll or fade in very slowly they won't be as annoying as super fast scrolling or randomly poping up/flashing from the left corner.
But, I hate it when they block text on a page because the Ad takes up a large square 350x350 pixel of the bottom left corner, and the web designer does not adjust the width of the content, so nothing important is blocked except part of the background pattern/image.
