It depends on the forum itself. If you have bad grammar, being on a forum with members that use bad grammar isn't going to improve your grammar obviously. However, being a part of a forum with members that use good grammar, you become AWARE of proper usage, which may lead to changes in your grammar
 
I think it's definitely a possibility depending on the people you're around and basically how the community varies depending on the forum your on. Sadly, there's that awful chance that there's going to be somebody who doesn't care and decrease somebody's grammar skills, but in my opinion it's all pretty rare simply because it's just the internet.

For me grammar is less important than spelling.

In truth there is no reason for poor spelling, or for that matter poor grammar, Firefox has has a built in spellchecker, and for grammar, you can download ginger.
Spelling is apart of grammar. You can't have one without the other. Also, people's brains are wired differently, so in all honesty, there are reasons people have poor grammar.

List of possible reasons: It's not prevalent to your career, you have a learning disability, you are mentally unable to handle words so hard work is all you have, it may not be there primary language, etc.

Also, English teachers who fail to use proper grammar either teach mainly literature, or are hypocrites via trade.

Anyways, saying people who expect to get help with grammar on forums have high expectations is a bit wrong. You can learn anywhere, and it's up to the person posting to take lessons. If you join a forum wanting to learn grammar, you will learn it one way or another.

An example:

Person joins forum of 10 year old brats who use l33t speak to sound c00l. If the person joined with learning grammar as a secondary objective of being there, they're going to get many lessons in how to NOT use grammar. You have to teach yourself what you are willing to learn. A lesson can be found anywhere.

To stay relevant to the topic at hand, forums do not help you learn grammar. You help yourself, and forums may be the method in which you choose to utilize.

Also, on a side note, check your grammar or download one of those programs you mentioned.
