Only "dofollow" blog comments help in increasing keyword rankings and also increase Page Rank of your website. Blog comments with "nofollow" attributes help in increasing your website traffic only.
To increase search engine rankings you can spend your money for some paid reviews and for some high quality banner or text advertising.

I don't know what you mean by purchasing blog comments.
It would help you more to manually search out high authority blogs where the topic is relevant to the site you want to link back to.
Ensure that you are helpful & provide in-depth, unique comments on the blog.
Do not use anchor text for your main keyword as a link back to your site instead of your name. This will make your comment appear spammy.
If you provide a link within the comments box, ensure that it is the full address of the site (http://yoursite.com) and not an anchor text.

It would help if your articles have comments, it's more content on your page and if you are using something like disqus it can help other people find your blog too.

I was hoping to get people to comment using some keywords I am trying to rank up in which relates to my post. Yes definitely, your ranking will improve, but your comment should be natural, relevant and must be do follow.
