If they allow advertising, I'll stick a link in my signature/the website field of the profile section. I used to gain members on my old forums through word of mouth, as I had an extensive network of friends. Now that's somewhat diminished, to the point I only really keep in touch with five or so. Which means I'm forced to branch out beyond what would be my usual comfort zone.
I've never done it on a forum within the same subject matter as my own board (general gaming). I feel that as the members of that board are already on a general gaming board, that it's a harder challenge to try and get them to come to your own board. I usually do it on forums with different subjects to my own, as you're providing an outlet that isn't the same as the one you're advertising on.
I advertise on both related and non related forums using a signature link. Obviously related forums are better, but any link helps spread the word about the community, and it gives you another backlink.

Yep, although you have to actually be a member of the community that the members there will respect. Otherwise, everyone will just treat your ad or signature link as spam, or ignore it
I think it does, generally. Though, I've never really paid much attention to where traffic and members come from. That sort of stuff isn't important to me. But, I do think advertising on other forums that allow advertising can help bring potential members to your forums and sites.
Yes! It helps soooo much! Advertise every where you can and your forum will grow soon enough! I found this out myself! I thought my forum was dying so I just continued to advertise everywhere I could and we almost have 2000 posts. 🙂
I think it does help. I always look through affiliated sites and sign up if they pique my interest, as that's what I expect some members do to in return.
I usually advertise in my signature (or extended signature) or in the "my website" section of my profile. I think it helps a little bit, and every little bit counts, right?
