Driving on pavements

I sometimes see people driving on the pavement rather than the road, even when the road doesn't have a single car on it and when they're unable to proceed, they weave onto the road, and then back onto the pavement, especially the ones with motorbikes.

Like a drunk driver, or someone who is impatient and just weaving around the car in front of them? If it's the latter I'm guilty of doing that.
