This is something that I found out completely by accident, but it's increased traffic to my site http://www.spyka.net and it only takes a little bit of work.
First set is to create a tutorial or web script. It doesn't have to be big, completed or even new - it could have been done 100 times already.
For a tutorial it can be anything. The best topics include photoshop, flash and PHP coding tutorials but it could simply be a how-to on using a piece of software, how to install a font on Windows, etc.
For a script the possibilities are again pretty endless and assuming you have programming knowledge it shouldn't be that hard to make something up.
Once you've created whatever it is you want submit them to these sites:
For scripts, http://www.hotscripts.com
For tutorials, http://www.pixel2life.com
Then wait.
These are some of the biggest sites on the net and themselves alone will bring a lot of traffic.
However what will soon happen is smaller, but often equally popular, sites will copy the content from these sites. They won't copy your code or tutorial text, but just your submission and link to your site/tutorial/script in the process bringing in visitors.
