Is there a way to keep the text style and everything else, and change the text in GIMP or Photoshop? I've seen these banners with the same font, colors, and logo but different text. Can you do this with a .PSD file? Please help! Thank you!

I think i understand, if you have a psd file you can change the text (photoshop) and keep everything the same

You can only change the font if you have the same font on your computer. If you don't have the same exact font, then it will change to a default font once you start editing it. But foremost of all, you need a .PSD (Photoshop file). If you need further help with this, don't feel shy and send a PM!
