Effective ways of enforcing your rules

On all of your forums, what are your ways of enforcing the rules, and how are they effective?

I use an Infraction system, a bar that displays a certain number of "points" that a user has. When the number of point increase, it shows that the user has broken the rules.

I was always against a visible warning system. It only demoralizes a user and they may decide to go the full length in making your admin experience bad as they feel you are publicly shaming them.

Just be nice to them and they will be nice to you. We are all human after all. Treating everyone with diligence and respect and you should get the same in return, and if not, then enforce by private methods.
 
Yes, on my forum, the user warn notes aren't publicly visible.

Generally I contact the offending user via PM and post a thread warning. If the offending user does the same offence again, I add a warn to his/her record. If this does not work, it's a suspension/temp ban.

I'm less strict if a user does two or three unrelated offences (such as having a huge sig and double posting). It's only repeat offences that piss me off.
 
I PM the members who are breaking the rules a few times to try to talk it out.
If that doesnt work then short term bans are available. Ive had people who didnt take me seriously before and I banned them for a week or put them on moderator queue just to show them that breaking the rules constantly is not acceptable. I'd say about 70% of the time that works and the person changes their behavior.
 
Well I pretty much just try to talk it out with them, but give them a warning, then there first offence and if again a short term ban and moderation queue.
 
Hmm... Perhaps I should make my infraction system private. What would you suggest?
