Who'd want to make one anyways? There's no way they'd get past the biggies like Hotmail & Gmail & Yahoo.

Making a mailserver is pretty easy, there's loads of open source mailserver programs available, Mercury for example. Quite usefull if you are running a localhost website. But making a public mailserver like hotmail, hell no

It could be good, as a lot of spammers wouldnt know of it.

It's not to hard to produce that - like mentioned above there are a bunch of free/open source web mailservers and such. Also, like mentioned, it will be hard to take over the big mail services, though it's not impossible.

If I ever set something like this up, I wouldn't bother with actual email services, rather sites like 10minutemail and Slopsbox. Disposable 😛
