Embeding a lot of promotional videos on other forums, spam?

I'm not sure since they are promoting a promotional video which is promoting a forum, and not promoting a link to a forum which can be spammy when they post it too often, or just join my forum to post a link, and a description in the general chat section.

I'm okay with promotional videos for websites being shared on my forum as long as the video have educational, or entertainment value to the watcher, and not videos like "Come visit my Forum, and join join join for the best forum experience of your life..." in the video which are kind of overly promotional or spammy to some.
