Encourage threads over responses

I'm really trying to get the thread count more active when I use sites like postloop to get users in however I am finding more and more they just post reponses to threads I have created. Are there better methods to getting threads created?

Do thread exchanges, instead of post exchanges.

If you can, offer incentives to users to create more topics. If you have a forum cash/points system then it can be used to encourage users to post more topics.
