Exterior shutters...problem

Does anyone here have exterior shutters? Ours our decorative only and they're fastened into concrete blocks on a faux rock facade. We have some issues with birds getting behind the shutters, so we had a contractor come out and stuff foam behind them. But he stuffed too much and the fasteners are popping. He said the holes are too worn. Have you had experience with these type of plastic peg fasteners in concrete? What was your solution to get the pegs to stay into worn holes?

Our contractor assured us he had tricks...but now he's saying there is nothing he can do and we're out $1,000.

I smell a lawsuit. If he did that to me, I'd give him the option of refunding me or we could hash it out in court with the judge. He needs to be held accountable.

If I were a male, I think he would take me more seriously. My husband doesn't want confrontation, and our contract isn't as clear as it should have been. I trusted the guy too much because of his sales pitch. He'd make an excellent used car salesman!

I've had plenty of people do work before and they never made us sign anything. They always charged us before they did the work. That is odd.

He had us sign a contract and normally required a down payment, but because of the time span where he couldn't make it out to my house to pick up payment (and he accepts checks only, which should have been a first red flag), he did the work in one day and I paid in full immediately upon completion...by check.

In hindsight, I should have chosen someone who accepts credit cards so that I could dispute the charge for a service not fully rendered.

That sucks. Your predicament reminds me of what happened to my grandfather. This guy showed up and was talking a big game on how good he is at fixing up and renovating houses. My grandparents used to own a really nice house out in the country ( sadly it burned down in 2016). Anyways, the guy convinced my grandpa that if he gave him a thousand dollars in cash that he would spray treat the wood on the house and paint some kind of gloss finish on it. They had me drive him out there to let him look at the house. I immediately thought he was odd because he didn't want to get out of the car or really look. He just looked once at it while we were driving up to it and said ok and looked extremely disinterested. Then he had me drop him off in town. A few days later, he disappeared. My grandfather and his friends believe the guy was just desperate, took the money, and skipped town because he hasn't been seen around town (it's a very small town) since that transaction took place.

If I'm interested, then I'll reach out to them first. It shocks people but it also forces them to realize that too many people have gotten scammed and don't want pressure sales tactics.

My neighbors hired one of those storm chasing roofing companies who were doing a roof down the street. Their roof looks absolutely awful!! My husband wanted to hire them because insurance paid, but I watched them doing the roof and they didn't know what they were doing. Not that I really know, but I can see when things are obviously not being done correctly.

Agreed. Who knows if they're legit. We don't know who they are. I just assume the weird and shady ones are up to no good. One year it was really bad where I lived. It got to the point I quit answering the door and I ended up putting out a sign that said "No Soliciting" which didn't really work. I know my neighbor called the police on this guy that was going door to door wanting to sell us these books. He was just creepy the way he talked and looked at you. He was a very disturbing man.
