First Impressions & Appearance - (Out of 20)
The first thing I see when I go to your forum is the little banner in the top. This is great looking. I would suggest centering it though as it feels blank and empty in the middle.
Your advertisement looks great and it matches the forum theme exceptionally.
Looking at your board layout, you've got it set up nicely, but your theme is a bit too generic. I would recommend something else. New themes are great for pulling old members back.
Overall, as a guest and if I was interested in the subject, I'd be inclined to join.

Site Layout - (Out of 20)
Your first category is good, but I suggest having Introductions at the lowest party, so like this instead of how you have it now:

--Board: News & Updates
--Board: Forum Comments & Feedback
--Board: Introductions
It just looks nicer to have the forum related stuff first.
General F1 looks good, you've got that set up nice and it seems to work great for your site...
I would suggest you add a board for discussing Entertainment, stuff like Movies, and Television for your members, then moving the " Member Interviews " board as a sub forum of your Introductions board up at the top.
Your advertisements are both placed in superb areas and you did a great job with the layout, just those tiny things I suggested.

Statistics and Activity - (Out of 20)
Your board was founded back in September of 2006, and you've got about 105,000 posts. This is not so good, it seems that as you said your members are mostly active on season, so that's why I would suggest adding a more diverse category of general chat subjects for your members to partake in off season and keep them active. Make sure you have a newsletter that goes out reminding your members, saying like " Hey guys, seasons coming back up, we're prepared at the site, lets discuss " along those lines.
Your activity isn't bad and you've got a fair amount of members and posts, but I would suggest you maybe do a paid posting service or some post exchanges, as this will help stimulate your activity.

Staff Moderation - (Out of 20)
Excellent! Only one Admin, and four moderators. This is all you need. Uploaders team obviously isn't a moderator position so they don't count, five staff members is great, the only suggestion I have is that you re order your legend to show your Administrators first, Moderators second, Uploaders Team third, and member of the month fourth. Staff belongs infront of Members of the Month and Premium users etc.

Spelling/Grammar & Professionalism - (Out of 20)
Very professional and sleak design you have on your site. No visible spelling errors, I would suggest maybe making your Introduce yourself description a little better than " Say something about yourself " Something like " New to F1Zone.net? Why don't you introduce yourself to the community here " rather than just that tiny description.

Final Remarks:
You've got a great site. It's really got a sleak design and style, great banner, great amount of staff, but the activity is a little poor. I have to suggest you do some post exchanges and try to create some more off topic posts/boards ( one for Entertainment discussions specifically ) to get members posting off season more frequently.

Not a lot, the order of the group legend is really all that I disliked and the placement of the banner.
