Note, paid traffic coming straight from Facebook is legit. Nonetheless, some people are offering the chance for your post to be advertised on their Facebook pages. This traffic is questionable. Well, for one thing, only a minority of posts actually reach followers. You have to pay Facebook to a post seen on more people's newsfeeds.

Yeah, it can be seen as a potential scam, as with anything honestly. When I do consider doing Facebook advertising outside Facebook's actual advertising programs, I research out the page offer and see if advertising there would be worth it before I go ahead with it.
 
Note, if the owner promises to boost your post to his/her members, then you have a good deal. However, the owner has to pay Facebook to boost so I don't think they're willing to do that. For instance, a Fiverr charge of 5 dollars might be less than the cost to boost a post, but I could be wrong.

I'm afraid of being punished by Google than scam.

How could Google tell you bought traffic from independent Facebook page owners? They cannot. On the other hand, getting traffic from some alternative traffic providers is a different matter.
