FASTEST forum software?

I'd have to say FluxBB due to how lightweight it is.

MyBB and phpBB are very fast default, but there's a lot more at play then just the software. It all depends what you do to make it fast. 😛

I'd have to agree with PunBB, very simplistic and lightweight. Plus less elements equaling less time to load.

It really depends on your server, and others internet connection.

No it doesn't. If you want to compare different softwares, you don't let one software to run on a slow 1990's server and another on a fast 2010 server. You don't compare softwares when one connection is dialup and another is optical fibre cable. You keep those variables constant and compare the softwares, not the servers.

PunBB , FluxBB as they are light weight with less modifications.

And the fastest among the popular are IPB and MyBB check mine if you need to have a test.

It's a PunBB fork.

Something like that would be fast, but at the end of the day, I don't think it really matters, since most modifications slow down forum software anyways. If your forum gets big, you'll likely just have to upgrade to better hardware.
