I like to know how you guys added this to the top of this forum I want to add something like this to my forum i would appreciate the help.. my forum is also phppbb,..

By looking at the source, it's just an HTML title tag of the page used to compose the message.

You can use a website like favicon.cc to design your own favicon. After you are done designing it, download the ico file, and upload it to your forum's root through FTP.
