Habs all the way! Other then my favorite team in your banner there really is nothing special about it. I don't like your layout at all, I see a lot of wasted space and I would seriously consider changing it.
Unfortunately, your forum does not have enough traffic to host that many categories. It looks empty and completely dead. You may want to revert back to a few categories and possibly expand again once your forum get's bigger. You should seriously merge certain categories, \Introduction\Suggestions\Notice\ should all be part of one category.
I would also change the theme, you may want to incorporate a brighter blue or some white to represent the ice. :idea: Other then that good luck with your forum.

Having everything centered, it looks weird to see your banner/logo floats to the left. Background color is too bright and hurt eyes. Change it to something darker or same color as your wrap background color. Like YourMaster said, you need to merge categories. Other than that it looks fine. 🙂 I love the h2 special.
