Filling in text on new topic?

I was wondering how this is done. I notice it alot. Like the thread here for promoting your forum when you create a new topic It already has some info filled in for you. Is it an option I am missing in the ACP or a mod or what? Thanks in advance.

Ahh thaks much. They really should have a list of their mods somewhere heh I bet it would save alot of questions 🙂
