First Impressions & Appearance - (Out of 20)
I recall doing your last review, and you did receive a great score in appearance and impressions, which will not be changed.. however, as I suggested in the last review, the banner leaves much to desire. Having a bunch of football players just standing there doesn't really do anything for me as a guest.. I suggest you consider posting a suggestion thread here, I really can't give you a lot of ideas as I don't know the sport, but this forum is mainly dominated by people from the UK, so I'm sure you'll find a great suggestion from members.
As I said last time, the theme is great. Can't suggest anything better myself.

Site Layout - (Out of 20)
I see you fixed the Final Whistle HQ area, and it seems to be in order now and is looking snazzy... you fixed every single concern I had with the Site Layout in the last review.. and I'm also really liking the scrolling headlines messages that corresponds to each board. Great idea you had there.
Everything is in perfect order here, you took my suggestions well last time, and also did some ideas of your own that I'm really liking.

Statistics and Activity - (Out of 20)
Wow! Last time I reviewed you was July 4th, and looking back at that review, you had 1,500 posts on July 4th. It is now July 29th and you have almost 5,000 posts and almost 70 members! That's amazing! Keep up the promotion and exchanges, and you'll continue to see such results!

I see two staff members ,an Administrator, and a Moderator. That's all you need for now.. when you get close to 100 members, I do suggest you recruit another staff member from your member ranks.

You appear to have fixed the spelling issues from the last review, and from doing a sweep throughout the index now, I don't see any problems. Great work.

Final Remarks:
The site is really getting better and better, and coming together, at a surprisingly quick pace... on record, a 98 is the highest grade I've ever given any forum I've reviewed before.. It would be an 100 if the banner was a little better looking

I really applaud your dedication as an Administrator. The next step for you is to get a good domain name.. there are a TON of guides around FP to get you a free domain, so I suggest taking advantage of these guides.. it will be very useful for you.

I would be all over your site already as a guest interested in the sport of Football. However, I think you'd get more members if you worked on changing that banner.
