FF4 put the tabs above the address bar and the refresh button, home button, the back/forward buttons next to the address bar just like opera did.
Opera seems more compact though as the whole menu bar is condensed into one small drop down menu (placed to the left of your tabs) which gives you a quarter inch more viewing space.

For me, I made the (not so) bold switch to Opera from Firefox. I heard about the great speeds with Opera so I tried it. The interface it quite different to the previous FF and IE designs, but I got use to it after a week. After that, I have rarely used to FF or IE.
