I think you need to change you skin as the default sub silver is very plain and boring. Also i suggest posting some topics as there will be more people that will sign up if there are posts there as not many people will register if there are 2 members and 0 posts.

Look through all the skins yourself and preview them and look how it looks .

You can't put a chat-room like that in as it is a mod that we don't have on our forums but you can get a free one which you can add to the portal of your site.

For promotion visit Here to submit to the search engines. You can also sign up for specific advertising sites like http://z4.invisionfree.com/JammerAds , there are quite a few of them if you search around. You can submit to directories - http://www.addurl.nu/ these help your ranking in search engines and can attract members as well. Add your site to top sites like mine (check my signature) or search in Google for top-sites. You could just sign up for loads of forums add your link to your signature and profile and post a few times then you might get visitors and will get index more by search engines and get a higher ranking in them.
