Your Quick Review
Pros:
You have a portal. This is a great Search engine tool as topics are displayed right in the middle of the page, very direct and helpful. Your theme looks great! Very nice blue/light theme. Matches the theme of the forums very well. Very well designed banner as well, includes very "Animeacle" (Looks very anime) characters.
You also have some very good looking stats for your forum, it looks very great! The forums look layed out correctly and very organized. Nothing looks out of place in your forum, which is a great thing!
Cons:
You seem to lack anime forums. You have a bigger off topic section than your main anime section. I would try and create a couple of forums in there. Such as a forum to post Anime Videos, your own Anime, ect.
Your Advertisement Forum is sort of "off turning". It seems you are very strict of something as simple as five posts:
YOU MUST HAVE FIVE POSTS PRIOR TO STARTING A TOPIC HERE!!!
I would look at reforming that into "5 Post count required". or something along those lines. Although the above statement catches my eye, it does turn me off for posting in that forum.
Your banner is linked to the portal, which does not seem to update often. If the banner linked to an 'active' portal, it woulden't be such a bad thing. Try giving your portal a little more love.
Final/General Thoughts:
This is a great looking forum. It looks very nice, with a lack of forums. You call it a forum because it contains such. Adding more will give a wider audience and more possible members on your forum.
The theme looks great, stats look nice. This forum has a bright future!

The awesome banners! They are really cool and match the forums very well. I also like the forums very much. Anime posts look great!
What was disliked most about the website/forums:
The lack of forum related forums. Off topic sections that are bigger than the main themed forums make visitors think there isn't much to do in your forum, thus turning them away from your forum. Updating the portal will also help with your SEO and the link.
