First Impressions & Appearance - (Out of 20)
You have a nice logo at the top of your forum. However, the rest of your theme is a bit off-putting. The colors in this theme don't go together very well in my opinion. The outside of the theme makes it look like it should be a theme based on dark blue and white, but then the orange comes out of nowhere. Quite frankly, I would choose a different theme. I don't think that this theme is very aesthetically appealing, and I don't think that it suits your forum very well.
Your forum looks relatively active at first glance. The only thing about your forum that makes it look inactive is the list of users who have visited in the past twenty-four hours. Since the majority of members who have visited are invisible, it makes it look like only one person has visited. While this is obviously beyond your control, I would recommend trying to get more users to visit to make up for the ones who are invisible. Other than that, though, you have solid statistics, and you don't have any empty forums.
Overall, my first impression was fairly neutral.

Site Layout - (Out of 20)
Your layout is organized well, but it still runs fairly long. I know nearly nothing of your forum's subject, so I can't really advise you on which forums you should merge/delete (if any). If you can find any forums that could be combined (probably ones that aren't used very often), then that would be helpful. Be sure to maintain balance in your layout, though; most of the emphasis should be placed on the football categories as it is now. Be sure not to change the focus if you change the layout.

Statistics and Activity - (Out of 20)
According to my calculations, your forum receives approximately fifteen posts per day, and you have about fifteen posts for each of your 141 users. There is room for improvement in your activity. Since you have 141 registered users, I would recommend sending out a mass e-mail to your users to let them know that your forum is still running. Some of them may have forgotten that your forum exists. After you have done that, I would recommend signing up on other sport-related forums and posting around a bit wearing a link to your forum in your signature. Promotion forums may also be useful to you; be sure to check out all the services that Forum Promotion provides.

Staff Moderation - (Out of 20)
If I can count, your forum currently has two staff members. This seems like a reasonable amount of staff members to have for a community of this size. However, neither of these two staff members post very actively on your forum. It is important for staff members to be active on the forum. Seeing many posts from staff members shows prospective members that the staff are dedicated. However, your staff members do appear to do a decent job of welcoming new users to the forum. Overall, your staff members just need to improve their activity on the forum.

Spelling/Grammar & Professionalism - (Out of 20)
Your descriptions are simply brilliant. Anybody who looks at your forum can tell that you've put a lot of effort into them. It also appears based on the description that the staff members running the forum are knowledgeable about European football. You have some minor grammar mistakes (sentence fragments, capitalization), but they are very minor; most people probably wouldn't even notice them. I would say that you've done a very nice job with your descriptions! They don't really need to be changed at all.

Closing remarks: It appears that you have made a good attempt thus far. Some things about your forum just aren't working in my opinion, though; the good news is that most of these things are fairly easy to correct. Once you have corrected the minor flaws, you should pick up your advertising more.
