Footer Addition

Hello, I was wondering if anyone knew how FireHost.com does that thing to the "live chat help" image at the bottom of the page.

1. It sticks to the bottom center
2. It moves up and reveals another small section when rolled over.

Does anyone have an idea of how to do this or what this is called?
