I am trying to use SSL and https on my phpBB 3.2.2 installation, but somehow it isn't working. Please help!

It doesn't matter if I use "force server URL settings" in the ACP (Server settings), it will still re-direct visitors to the normal and unsecure http connection unless they manually enter the https connection. And activating secure cookies in the ACP (Cookie settings) does nothing.

How do I force a https connection to all visitors on phpBB 3.2.2?

who are you hosted? in the dashboard for most they can able to install or you install it yourself.

You need to edit the htaccess file. Also check your Cookies settings

I'm not sure about the phpBB side of things, but I recently ran into the same problem with the SSL. I couldn't get it to show on the WWW and non WWW versions of my website. What I realized was that I had to redirect my website to only the non WWW or the WWW. Then create the SSL in the Cpanel for just that version of my site.

So, because I didn't have a permanent redirect to one or the other, people that went to the WWW version were not secure. Only the non WWW. That is why I finally had to create the redirect.

This doesn't sound like a phpBB issue, sounds more like a Cpanel or back-end issue.
