That is the most basic one i have ever seen so it should be good for your needs.

Luke's already told you about rForums, but two recommendations might help! While Support for rForums 1 (Current Version 1.5) has been dropped due to a loss of a Patch, it's still available for download from SourceForge. rForums 2, Nicknamed Toast, is under development and will be officially supported when it's released.

The Styling System for rForums 1.5 is just a matter of editing CSS, which can be done through the Admin Panel. There is no Modification System built into 1.5 though. Of course, like any new software there are still some bugs which won't be fixed until Toast, but there's nothing major. One of the 'major' bugs however is the Read/Unread Feature as it marks a Thread as Unread if you've just posted in it.

Apart from that, there is nothing that stops it function properly. It can be downloaded here and the Development Site can be found here. 🙂
 
Ya the problem is I'm not looking for a CSS only edit forum.
I'm looking for a HTML and CSS kind of like the PHPBB one but way way way way way less complected (like just a header and footer file)

It does have that, you can use JavaScript, HTML, CSS jQuery etc.
 
I didn't see any HTML template files maybe I didn't look in it right.
