Some forum have members only Skype chats. Most of these that I've seen have done quite well; and they're normally very active. In addition, forums that have this generally have very tightly knit communities; which can be attributed to Skype bonding. Have you tried something like this? How did it go? If you were able to get this to work, why do you think it worked?
I've done this before, twice actually, and it's the coolest thing ever. Now that Skype has shareable links, it makes it even better.
Having a public Skype chat is so much fun and you'll defiently learn a lot about people. Theyll also probably be alot more active if theyre apart of it. 😛
I've never done this for any of my forums. However, I have had some chat mods on certain forums of mine in the past. I've even had IRC chats or Ventrilo/TeamSpeak servers for a couple of them.
I think Skype is a great tool to use for communication purposes on sites. However, I strongly disagree with some people that only allow staff that uses Skype or similar software.
You have to remember why you have a forum in the first place, for active interaction between different users. If you move all of that to a 3rd party software, such as Skype, you lose that interaction on the forum.
I know I personally have missed important notifications on numerous staff Skype chats where the information could have been passed onto me from the forum itself through a private message.
Can't say that I've tried this before. That said, I've thought about it recently. I expect my project to be a very tight-knit community sharing love for something we all enjoy. That said, we'll see when the time comes if we start something like this or not.

I agree with Kino that skype chats should only be optional, not mandatory. I was actually quite reluctant to join the FP skype chat, initially. I do like the idea of a skype chat for all of the members of a forum though.
I think it depends on the type of forum it is. A general forum doesn't really need it because the entire forum is basically like a group chat. 😛
I do have them for events and etc. where I'd like members to communicate with their teams but otherwise I personally don't use skype groups for my members.
