To be honest it's not a good idea to make a forum to create revenue. You need to create a forum and make something of it before you even consider making money from it. Trust me I know, and even now i still don't make money from mine. If you plan to create a forum just to make money you will struggle to keep putting in the effort when you are struggling to make money.

I agree, it can be difficult to start making money from a forum since it requires a lot of work to get active. A blog, or a static website might be easier since it is not as hard to get a blog and website popular in my experience.
