Your Quick Review
Pros:
I like the nice smooth theme, it is so unoriginal and looks very nice. Guidelines look well set up and are quick to check. Forum descriptions make sense and are reasonable. A small index for a new forum is the best thing you can do and many people forget that. I would stick to what you have right now and add more later.
I like the catchy title, forum boost. It is easy to remember and easy to write. I like that you have a co.cc domain too. It is better than using a long forum host name subdomain. A+ there

I like the logo, it has some nice detail and it blends in to the theme well. The rules look easy to read and is very indexable. It is a glance and you get all of the rules you need. They are layed out well and is easy to read.
Cons:
Really, you are like EVERY PROMOTION FORUM I HAVE SEEN PROMOTED HERE ON FP!! C'mon! show us something different! If you are forum boost, work on boosting their forum, such as boosting their stats. Focus more on posting deals and make your self into a package promotion forum. Get a new slogan too. Forum Promotion at a boost. That just sounds strange to me. Something cooler and simpler may be 'Boosting Your Forums' or 'Get a boost'.
Lay your forum out differently. It is basicly News, Services, Admin Area and off topic. I broke the trend and many others have too, just try and think of a creative new way to present your forums that is simpler and cooler. Easier for the user to get to the info they want.
Final/General Thoughts:
I can't judge a book by it's cover so the theme can't save you. You need to bring some vegetables to dinner in candy land bro!
