First Impressions & Appearance - (Out of 20)
Honestly, my first impression of your forum is that it looks very unprofessional. See the site layout comments for more.
Personally, your forum is way too light for me. The only thing that stands out is the text in your banner. I would recommend choosing neutral. The people who visit your site are probably going to be both women and men. You should pick something in the middle of masculine and female, and in the middle of light and dark.
Not to brag about FP, but the style fits beautifully. The outside is dark, and the inside content is light. It pleases the eye. I recommend you do the same for your forum. Also, I am not a fan of the huge ad space that is on the left of the welcome message. The ads should be above the welcome message and below the banner/navigation bar.
Now, I said that the text in the banner stands out. However, it does not match your forum at all. Nothing else in your forum is black and the outline in the text is a little too thick. If you make the outline (also known as outer glow) it will look better.

Site Layout - (Out of 20)
Lots of problems here.
First of all, your first forum should include: Announcements & News, Suggestions & Feedback, and Introductions / Farewells. I know you are a promotion board, but announcements, etc should always come first. It makes it look more professional. Also, Community Info should be changed to "Suggestions & Feedback". Community Info makes it sound like it would be full of information that the community should read. However, obviously that would be covered in the announcements area.
Alright I am getting the impression that you can't find a mod or addon that allows featured forums. However, the forum that you have that includes featured forum redirects is a little sloppy. You don't need 4 forums that all redirect to the same page/thread. Just have one. It will make it look much better.
Package Advertisement stands out to me. Why? Because packages are not advertisements. This should be called "Package Requests" or "Package Service".
Simple Reviews. Why would you name it simple reviews? Change this to Reviews. If you have the word simple it makes it seem that there is no point in requesting a review. Also, a paragraph review? There is really no need for it. In one paragraph I could talk about one problem on a forum being reviewed. Make the description make people believe that the review will really help and that it is something that they should request to make their board more successful.
Offtopic Chatter. You should change this to General Discussion. It will make it look a little better.

Statistics and Activity - (Out of 20)
None of your service forums have more than 20 topics or more than 20 replies. However, your offtopic chatter forum has over 400 replies with only 40 topics. This needs to change. You are a promotion board, not a discussion board. To encourage people to request services I would recommend that you cut down on some prices (or requirements) and make the services better. Post more for packages. And make the reviews longer. It will get you some more members and more activity.
However your board hasn't been open for that long and you are only a hundred and a bit away from 1,000 posts. So I give you props for that. The overall statistics are good, but not that great in the services area.

Staff Moderation - (Out of 20)
Two admins. Two community moderators. Three service staff members. That is pretty good. When you forum gets bigger you may want to make the service staff teams more specific (Review Team, Package Team, etc etc.)
However, it looks good right now. Also, I don't see any random topics laying around so that is a good things.

Spelling/Grammar & Professionalism - (Out of 20)
I could not find any mistakes. Obviously, some usernames are not really words and some topic titles aren't worded right, but no mistakes made by you. They seemed to all be posted by other members. So A+ for that!

Final Remarks:
Site needs a bit of work. I would recommend changing the style and changing the forum layout. You should definitely have the announcements before the featured advertisements. I would also suggest getting the ad out of the welcome message.
What was most liked about the website/forums:
I like the name of it. It is unique and isn't just another name that includes promotion in it. So good job on picking a unique name. I like that.
What was disliked most about the website/forums:
I don't like the style at all. It doesn't really fit a promotion board. It is too light.
