Appearance and Style - (Out of 20)
Your design is very nice and clean. It creates the atmosphere for your blog, clean and nice. A very good appearance, it give me everything in one page with out being messy or short. The important thing is the page loads fast too.

I noticed the tag box at the bottom isn't in the same container as the other two blocks at the bottom. That creates an inconsistency in your style and shouldn't be too hard to fix.
I am very glad to see your forum still follows the theme. Many people tack on a blog with any theme they like.

Blog Layout and Categorization - (Out of 20)
There are no categories. Your blog would be a lot cleaner and easier to access desired ranks with categories. Something like "Bright Ranks" and "Glossy Ranks" they are generally-specific enough. That will help someone find ranks they want a lot easier.
The blog post layout is pretty good, I like that the terms are on each one however the first box on the blog post page doesn't make much sense. It shows images and then text. "Admin" "Forum Ranks" "Leave A comment". Not all of those are self explanatory. The images that you have next to them don't help much in this case, it took me a minute to figure out what I was looking at. Providing more information on that page would help.

Commenting Activity and Other Interactions - (Out of 20)
Comments are pretty good, all of them are mostly "Thanks!" and things like that. It's good to see you are getting feedback on individual sets so you know how to shape your ranks in the future.
I think the forum should have a ForumRanks.net support forum. Like if someone is having issues downloading a pack they can post it. I also think more 'support-related' forums should be added in for people who don't exactly know how to add ranks into their forum.
Other than that, pretty good activity.

Quality and Frequency of Posts - (Out of 20)
There is no content with your posts as I can see. All they are, is an image and a download. I believe more should be given like your inspiration for making them, what forums/color schemes they would look good on, ect.
You seem to be rolling out posts pretty swiftly. You release a new rank set pretty much once every week. There are long periods of down time, however, so if I were you, I'd make a goal to make a new set each week or each week and a half, just a suggestion.

Pretty much your whole blog as great grammar and spelling, I just noticed one issue on the Contribute page.

should be
