Appearance
The appearance of your forum could use a lot of work. There is a lot of white space all over the place. I understand that you use Forumotion, but there are better options for styles in their system. You logo could use some work as well. As it is now it is very blurry and does not really fit the current theme. I would look for someone who has experience with PhotoShop here on Forum Promotion or put a request in for a logo. Most people would not charge a lot of FP for one. The menu looks very prosilver-ish and does not match the current theme at all. Moving down to the forum list, the gradient is rather nice looking and has a nice flow to it. The on/off icons do not match the green. The background of the forum list also not match or flow well with the green. I would highly suggest changing to a different theme.
Layout
The layout of your boards is overall pretty good. I only have a couple suggestions. Move you Feedback/Suggestions board to the index. This makes it more visible and you are more likely to get suggestions from members. Change the "Post Exchange Plaza" into a general exchange board and move it under the "General Forum Management" category. Move the "Techniques & Strategies" and "Marketing and SEO" boards to the "Forum Discussion" board. They fit there better then they do in "Forum Support". Merge all your general discussion boards into one. Focus on what your forum is about, promotion. You have more board for general talk then you do for your services or forum talk.
First Impressions and Interest
"This forum has not been updated since 1999. There is no color or feeling in the theme." Those were my real first thoughts about your forum. There needs to be some real work to get your forum to the point where it should be, visually speaking. Overall interest is not very high and it is 'just another promotion forum'.
Content
Overall, the content is decent. Most of the posts have decent grammar very few spelling errors. There is one major thing that concerns me though. Your review team leader cannot properly type in English. You cannot expect the team members to "speak fluently English" (in his words) if the team leader cannot even do it. I would HIGHLY suggest that you talk to him about the issue. If he is unable to improve his English I would suggest removing him from the team and looking for a new leader.

Overall, the forum needs a bit of work. The theme needs to be changed to something more "2012" and less "1999". Board organization could use some work, but is overall decent. Re-evaluate your Review Team Leader. Reviewers are supposed to have decent/excellent grammar. Best of luck with your forum! You are in a hard niche.
