Pagerank isn't a factor I consider when valuing a website 🙂

I would suggest you find ways of making the topsite more active and work on ways to get people to use it, The more activity/traffic it gains the more it will be worth 🙂

I have tried many things like using catchy lines during promotion "Get your site Google ranked" and others but it seems to be not working.

Using catchy lines won't attract people anymore (atleast not to the extent it used to be).
You should make contests like the site which ranks first will get adspace or money or anything worth. In that way you can increase activity.

Yeah that and also you should be using much more sites (not just Forum Promotion, If you are just using this site) try joining some massive webmaster forums and get them to join up this worked for me in the past advertising on huge webmaster sites in sigs and areas like promotion. Google search Webmaster Forums.

For me, the domain makes most of the value because forumtopsite.com is a pretty good domain and is probably worth around $15. The site itself is not worth that much because it has basically no activity.
