I never had very good luck with either X10hosting or 000webhost. They both kept going down for me.
X10 was terrible, since when I used them in 2012 (I was on the Chopin server which had a ton of problems) they went down on Feb 12th 2012, I put a support ticket in on the 14th after it didn't come back up on it's own. On Feb 24th they finally got back to me and told me they reset it manually. On Feb 26th 2012 my site finally came back online. And even then it only stayed up for about 2 days before another outage took it offline again for another few days. (Which I never even bothered to submit a ticket for, I just waited and finally when it came back I downloaded copies of everything I could and left, to 000webhost actually. My site/account on X10 has since been erased and I don't care.)
And I know I'm not the only one who had issues...

000webhosting wasn't as bad, they worked for the most part with only sporadic downtime (usually only 10 minutes at a shot). But it eventually got to a point where it was spending a lot of time busy. And in times when I was using the site, trying to edit details it would get busy and I'd lose connection just when I tried to submit changes.
Plus a member of my site ended up banned by their firewall or something. (I mean one day he could access the site then the next he couldn't and it just never worked for him after that.) And they couldn't/wouldn't do anything except ask me to pay to go for their paid version to try unblocking him that way.
Yeah... if I'm going to pay for web hosting, I wouldn't choose them. (And I didn't.)
So for me it was just getting to the point where more errors and downtime than I really wanted to put up with.
(I presume you're running into similar situations now?)
I don't really know of any good free webhosts offhand to recommend. But for software, I like MyBB. It's a lot easier than SMF to design for. (Even though it may seem intimidating at first.)
MyBB's mod installation process is pretty easy (most times it's just upload files to the plugin folder, go into ACP and click a link to enable/install that plugin). Unlike phpBB where I've repeatedly heard installing mods is tougher and prone to breaking.
In terms of free forum hosts...
Icyboards is a good second choice, but getting your database from them is a bit costly... (Last I heard it was 20$ for them to export your database for you.)
Instead of IcyBoards, I suggest looking into Jcink Forum Hosting since they have free database backups whenever you want.
