One of my favorite sites to use is http://www.phpbb3styles.net. When I was on advanced hosting that time, my then tech-admin gave me that link when we were looking to revamp my site, and they got some pretty sweet themes on there. I haven't looked at that site in ages now that I'm back on free hosting, but from what I do remember, they had some awesome themes.
