I'd have to agree with Flux here. The promotion/admin niche is really saturated. If you wanted to create one, you would really need to thing of something unique. Something that other forums can't or don't offer.
The main problem I see with all these new promotion forums is they are all the same. They all have the same services, discussion boards, staff groups (and names for them), etc. If you could come of with some sort of unique service and other things that would make your forum stand out from the rest then you may have a chance at running a successful promotion forum.

Doesnt seem like there is too many these days. Most die off quickly so if you can create something that you'll commit to and wont close, then it should do well. Also try to get your board out there in non-forumpromotion.net circles so people can advertise to a new audience when they come to your forum.
In my opinion, there are too many promotion/webmaster forums out there in today's forum world. Sure you can start one, but to compete with the hundreds or thousands of other forums in that genre, you will really need to revolutionize the promotion/webmaster category. I would suggest thinking of a genre that hasn't really been touched yet and build upon that, come up with something creative and attractive. 🙂
First of all, your forum should have content, if you are creating content regularly then it would have ranking in SE, people would search you with long tail keywords as well, this is natural method of promotion I would say.

The admin niche is dead, and the promotion forum niche is not as good as it used to be, and is very hard to be successful in, considering there is only 1 major one left.
Like Eternal mentioned, the promotion forum niche is super-saturated, with way more sites than it can handle.
Partly of the reason a lot of promotion sites fail is because promotion sites are flawed in their execution. You open a promotion site and want to get members... But members only join so they can promote their site and leave. They show up rarely to post about their site then go. And who are they promoting to? Other admins.
Other admins don't care. They have their own sites that they're working on and trying to promote. Most times they aren't looking to join someone else's site when they've got their own site that could use a boost.
And (again like Eternal mentioned) a lot of the issue also stems from the fact that people just want to copy what FP has done. Not to be to blunt and harsh, but copies rarely ever do as well or last long. (Not because they are copies... but because of the mentality of people behind them. They think "Site Z is popular... so if I copy that then my site will be popular." but they often don't work as long/hard to make their site popular that they would need. They want popularity right away. Which, naturally, doesn't happen. And I'm sure at least a few people on this forum have figured that out the hard way.)
