Friends and foe - Shocked me

Whats shocked me is phpBB3 has a friends and foe system but it doesn't have a option to have it so the user has to accept the request. Is there some sort of connection thing in the phpBB3 world that allows the option of having a user request/accept a friend or foe request?

phpBB has a friend and foes mod, that add on to the one inbuilt, It's does what happens on VB.
