First Impressions & Appearance - (Out of 20)
You have a really nice theme, but you've left it totally default. You don't have any custom images, and you don't even have a custom logo or banner of some kind. You need to have some uniqueness to your theme to help your forum stand out from others. See what you can do about that.
Your forum also looks quite inactive at a glance. You should definitely consider doing some post exchanges to make your forum appear more active. You've got a very small amount of posts and members, and you've got an empty forum. Prospective members may view your forum as dead.
Overall, I wasn't too impressed by your forum at first glance.

Site Layout - (Out of 20)
Your forum's index is long, and it's not organized in the most efficient way possible. I think you should get rid of the "Hyperlink Portal" category and both of the redirects. Having a redirect to your portal seems rather unnecessary to me since users land there when they go to the "rpgzone.freeforums.org" URL. I'm not sure what the other URL is, but you would probably be better off placing that elsewhere. Perhaps you can place it on your portal somewhere. I think that you should hide the bottom two forums from all except those who have access to them. That would clean up your index as well, and it would make the layout look less awkward by eliminating a category with only two forums. If you take these actions, your layout will be much more efficient and organized. You should also evaluate your layout yourself and see if any other forums can be merged or eliminated.

Statistics and Activity - (Out of 20)
According to my calculations, your forum is extremely inactive. You should definitely increase your advertising. I know that you may not have much control over this, but many users simply shy away from using forums that are hosted by FreeForums. FreeForums has a very bad reputation as a forum host. Advertise your forum on other RP forums in your signature. Making valuable contributions to other RP communities may attract some people to your forum. There are also some tips for promoting and optimizing your forum for search engines posted here on FP. You may want to utilize the search function.

Staff Moderation - (Out of 20)
You currently have three staff members if I'm not mistaken. That is a large amount of staff members for a forum of your activity level, and you definitely should not hire any more. However, none of your staff members appear to have a high amount of posts per day, and your staff members are not doing an adequate job of adding new content. You need to be adding content so that users have things to discuss. Please work on this.

You have VERY good descriptions, but you do have some capitalization errors. You may want to skim through your descriptions and make sure that no common nouns (things that aren't proper names) are capitalized. Other than that, though, your descriptions are quite impressive.
