Your Forum Review
First Impressions & Appearance - (Out of 20)
Your forum actually looks pretty neat. I like your theme because it's unique. It's not the same blue and white color scheme that you see on every other site. You've also got some pretty awesome icons. However, I do have a few suggestions. I don't like the way that the background suddenly stops at the top. I think that you should make the background stretch into the header, too. Make your banner transparent so that the stripes will be the background for it. I also like the translucent effect of the whole forum. If you extend the background into the header, I think that your theme will look perfect.
If you want an idea of how this will look,
I blocked the background image to give you a look. I think it looks very good.
Despite looking good, your forum looks pretty inactive at a glance. You have a very small amount of posts and members, and you have several empty forums. These things make your forum look inactive to prospective members. You should definitely do some post exchanges to make your forum look more active to potential members.
Overall, my first impression of your forum was quite neutral.

Site Layout - (Out of 20)
Your layout is organized pretty well, but it does run quite long. One thing I notice is that your services are pretty good. You've got two services (SEO Submitter and Broken Link Checker) that are fairly uncommon services (although probably not totally exclusive to your forum). Having services that are uncommon or unique is a good way to stand out to your competition. I wouldn't touch your services for now. However, there are many forums that can be combined or eliminated. Firstly, I would recommend making "Gaming Discussions" a sub-forum under "Media Discussions." As a promotion forum, I don't think that you need a forum on the index dedicated to gaming. I would actually recommend
adding a place to discuss computers and the internet. I would imagine that these are quite important to promotion forum users. Furthermore, I recommend that you make "Get Opinions About Your Forum" a sub-forum under "Forum Admin Discussions." Next, I recommend that you make "Forum Software Discussion" a sub-forum under "Forum Tech Support." I also recommend that you make "Affiliate Swap" a sub-forum under "The Exchange." Another suggestion I have is to combine "Forum Suggestions" and "Help Section" to create one forum for problems and feedback. Other than these suggestions, I recommend that you take a look at your layout yourself and see if you can further condense it. You should avoid having categories with fewer than three forums, having too many forums in your general discussion category, and making the index too long.

Statistics and Activity - (Out of 20)
According to my calculations, your forum is currently receiving less than ten posts per day, and you have about thirteen posts for each of your twenty-seven members. These statistics could use some improvement. I recommend that you advertise on every single promotion forum you can find. That way, you can get at least the people who frequent promotion forums posting around. There are many other successful promotion forums advertised on FP. Be sure to make use of FP's services to attract promotion forum users. You can also post around on some webmaster forums that allow advertising in signatures. If you give helpful responses, then people may be inclined to check out your forum.

Staff Moderation - (Out of 20)
You currently have two administrators and one package team member. Promotion forums require some staff members simply to run. I recommend that you hire one or two more staff members just to be sure that your services are done promptly. You don't want to leave a bad impression on your users. Don't go crazy, though; I would say four or five staff members is enough for the beginning assuming they're all active. Your staff members are relatively active, but they could do a better job of creating content. More content for your users to discuss will lead to more posts. Also, make sure that
all of your staff members are actively welcoming new users.

Spelling/Grammar & Professionalism - (Out of 20)
Your descriptions are pretty good, but they have a lot of grammatical errors. Firstly, make sure that all your descriptions are at least one or two complete sentences that do a good job of describing the forum and selling it. Then, proofread them yourself or, if grammar isn't your strength, have someone with knowledge of grammar look over them. You don't want to have too many grammar mistakes on your index; it can leave a bad impression with prospective members. If you're looking for someone to help you with grammar, then please feel free to PM me.

Final Remarks: You're not quite in the home stretch yet. You've got a nice theme and some other nice features, but you need to fix some issues.
Strong Points: You have a nice theme.
Improvements to Make: You need to boost your activity, encourage your staff members to create more content, do some post exchanges to make your forum appear more active to prospective members, and fix your descriptions.
