It is good but it is better to mod it yourself and only add the mods you need.

You wont get support on phpBB.com if you're using a pre-modded version. Also, it's much more flexible adding the MODs yourself, as you can use your own styles with it.

I think it depends on the type mods, not the number of them

Also it depends on if the mod is in development or if it is in the mod DB as ones in the mod DB are really secure so would not add any security issues however ones in development may add security problems.
