First Impressions & Appearance - (Out of 20)
The first thing I see when I click onto your forum is the affiliate links and advertisements in the top. This isn't what you want a guest to see when they first enter your forum. I really suggest you go ahead and move these down to the bottom.
I also despise that huge red X you get as a guest. I would suggest you go ahead and change the image ( I know you can do this, as I have the exact mod on my forum ) to some sort of game character, or a bunch of game consoles stacked up or something.
For example, on my forum, I changed the red X to an American flag since my forum is a political forum.
I really like your theme also. The black and green fit astonishingly well with a gaming forum.
The layout seems to be in good shape, I do notice a few problems, and I will delve into that more below.
Overall, I'd be pretty inclined as a guest to join, all I think you need to do is move those advertisements and affiliate links to the bottom, as they really ruin the impact of your theme and banner.

Site Layout - (Out of 20)
Not bad at all.. your layout is pretty much perfect other than these few things;
In your " Gamers Evo Noticeboard " category, introductions doesn't belong at the top, it should be last, right after Suggestions and Feedback.
So, it should look like this:

--Board: Announcements
--Board: Suggestions/Feedback
--Board: Introductions and Leaving
The rest of the board layout looks all good, but again, I suggest moving that advertisements and the affiliate links down.

Statistics and Activity - (Out of 20)
The board was founded almost exactly one month ago, and you have about 45~ members and about 700~ posts. This is pretty good, but not perfect. Step up the exchanges and advertising. I normally see a lot of the sites I review advertised in Basic Promotion or in another topic here at Forum Promotion, but I haven't seen yours anywhere.. step it up

Staff Moderation - (Out of 20)
Three Administrators.. not bad, but in my view it's too many people with access to the admin panel, especially on such a small, new forum. An easy solution to this is to demote one or two of them to Global Moderator.. and I know you might say " Oh it will hurt their feelings " which I totally understand.
In that respect, I would go to your admin panel, and make these other two still set as Administrators with access to the ACP, but make their display group " Global Moderators "
It will appease your admins and also make it look better to guests.. I know as a guest/member on a smaller forum I don't like seeing so many people with admin access.
It also seems all 3 of these admins have less than 5 posts per day.. staff should usually have something like 9-10 posts per day... post more often.

Final Remarks:
Your board is really great, and I like it A LOT.
All that has to be done in my view is stepping up the promotion and advertising, and at some point getting a domain. If you cannot afford one or you can't access one, I know someone here opened a website to teach you how to get a free domain in exchange for doing surveys or something.. worth a shot, the member is reputable.
As your site is a gaming forum, there are tens of thousands of these open on the web, which is why I suggest you work to distinguish yourself from the crowd. Some modifications might help, try Invisionize.com or Invisionmodding.com for modification ideas.
What was most liked about the website/forums:
The skin and the board layout.. rarely do I see a board where the admin hasn't overdone the amount of boards to a ridiculous amount.

The placement of the advertisements.
