My vote goes to Forum Promocean. I like the catchy name. I do not really like both site designs to be honest. Forum Promocean header (or banner) is just too big. To add on, the fixed menu is irritating. As for GamingBoards, I really like the CSS design but not the layout. The fixed shoutbox is more irritating than the fixed menu Forum Promocean have. The banner looks great but if it is placed with the gradient background ... it looks bad. Also from my browser (Mozilla Firefox), the donate button at the bottom is out of place - https://i.imgur.com/UwX4WrP.png.

Maybe it is just my personality. I just do not like large fixed division.
