It seems no one makes topics just to chat or interact. If it is not highly-specific no one joins... I have even had people see one of my promottions, and its like right after they get there, they leave...

Well you should have a nice appearance to your forum as well as having a wide range of topics. I run a general chat forum and I have worked very hard on its appearance as well as providing new content for it as often as I can.
