Getting Site Traffic

So my forum has been up for nearly a year now, and we're only at 12 members, and only 5 of who are active mostly every day. I just wanted to know some tips on how my forum can get some more website traffic and out of that traffic, result in more members.
What should I do to get more traffic? I don't want to spend much money on advertising, as I don't have very much money to spend on ads, and I'm unsure if ads will even get the forum any good members other than bots and spammers. :shrug:

If you can, use http://www.thebannerexchange.com and their banner codes to start advertising for free. It is basically an exchange site, where you add a code to yours, and for every so many views on your forum, you get so many views of your ad in their banner system.

i tried search engines, back links on bigger forums and yet still struggling. on the bigger forums it is like they are all a hardfast lot and seem to ignore new smaller forums.

i am pretty sure that the advent of mobile devices such as smart phones and tablets have took alot away from forums.

i ran a forum for quite a while before closing and paid for the forum with my own domain but in the end all i got was endless dead members and when i sorted it out i had only 26 active members after 2 years.

i would strongly go against paying with a new forum for any packages which was the mistake i made and just keep banging new topics, keep submitting to search engines and god knows what.

in the end it is a real shame that new and smaller forums get overlooked.

Direct advertising on forums (in my opinion) makes them look spammy which is why I havn't used those types of services. It's somewhat helpful but it's never made any forums of mine go viral.
